Election of Residents' Committee Members

Members are appointed to the Residents' Committee at an Annual General Meeting (AGM).  At NLRR, these are held on the 3rd Wednesday in September of every year.  Every resident that attends the AGM must register and be provided with a ballot paper if an election is to be held.

  1. The Committee consists of nine (9) members that are elected by residents at the AGM.

  2. Nominations for membership of the Committee are open to all residents.

  3. Nominations must be seconded and accepted by the nominee.

  4. If the number of nominations received is greater than the nine required, an election will be held.

  5. If the number of nominations received is equal to, or less than, the nine required, the persons nominated are taken to be elected.

  6. Each member of the Committee is appointed for a period of twelve (12) months​ but can be renominated.

Election Process for Residents' Committee Members
  1. Ballot papers, listing the names of each nominee in alphabetical order are issued to all residents attending the AGM.  Proxy votes can be submitted.

  2. Completed ballot papers are placed in a secure box.

  3. A returning officer is selected by a show of hands and is responsible for conducting the ballot and counting the votes.

  4. The names of the successful candidates are announced at the meeting at which the election is held.

Roles of the Residents' Committee Members

CHAIRPERSON

  1. Chair meetings of the Committee and meetings of residents.

  2. Advise the Scheme Operator or their representatives, of all decisions made by residents about matters requiring consent under the Retirement Villages Act (RV).

  3. Rule on any procedural matters arising at meetings of the NLRR Residents' Committee or meetings of residents.

  4. Represent the NLRR Residents' Committee in meetings with the scheme operator or their representatives.

  5. Ensure liaison takes place with subcommittees to avoid possible conflict between different proposals and plans of subcommittee agendas and responsibilities.

  6. Seek clarification, where necessary, from the Department of Housing and Public Works (DHPW) about the rights and obligations of residents under the RV Act and the RV Regulations.

  7. Help the committee to maintain its focus on achieving the agreed aims, objectives and work plans.

  8. Make emergency decisions between meetings where necessary in accordance with procedures agreed by the NLRR Residents'' Committee members.

  9. Ensure that plans/actions agreed on during the NLRR Residents' Committee meetings are implemented within a reasonable time frame.

DEPUTY CHAIRPERSON

  1. Take the role of the Chairperson when that person is not available.

  2. Assists the Chairperson to carry out their duties.

  3. Participate in sub-committees as required.

  4. Keep residents informed via the NLRR Hub monthly publication.

SECRETARY

  1. Keep a written record of all meetings of the Committee and meetings of residents.

  2. Notify Committee Members of the date, time and venue of all meetings.

  3. Receive correspondence and items for discussion at meetings. And in consultation with the Chairperson, prepare the agenda for meetings and circulate.

  4. Keep Residents' Committee information folders updated.

TREASURER

  1. General financial supervision.

  2. Financial planning and budgeting.

  3. Financial reporting.

  4. Banking and bookkeeping.

  5. Maintain asset register.

Subcommittees and Other Associated Roles

FINANCIAL SUBCOMMITTEE

  1. To participate with the Scheme Operator or their representatives in preparing the annual budget.

  2. Examine monthly/quarterly profit and loss reports and other matters relating to financial management.

  3. Review the Sinking Fund/Capital Replacements report.

SOCIAL SUBCOMMITTEE

  1. Submit detailed plans of all proposed functions and events to the Committee.

  2. At appropriate times, advise residents of these events via The Hub, notice boards, this Website and other means as appropriate.

  3. Manage bookings for these functions and entertainers as necessary.

  4. Obtain any necessary supplies for these functions.

  5. Manage a roster system of volunteers who assist with these functions.

BAR MANAGER

  1. Ensure that all legal requirements are met.

  2. Ensure that the bar is adequately manned for each shift and that all volunteers providing the service of alcohol have the appropriate RSA Certificate (Responsible Service of Alcohol).

  3. Ensure that supplies of glassware, cloths, dishwasher supplies etc. are all maintained and in good order.

  4. Maintain adequate stock levels and ensure that the bar is fully stocked at all times.

  5. Maintain stock records and conduct a stock count at the end of each month.

ACTIVITIES COORDINATOR

  1. Liaise with the Activity Leaders to ensure that accurate information of all activities is made available to residents via The Hub, this Website, activity folders, notices or other appropriate means.

  2. Receive any requests from Activity Leaders for any items they may require and, when required, submit the request to the Committee for consideration.

  3. Hold regular meetings of the Activity Leaders to discuss any issues of concern or changes to the activity.

  4. Arrange and manage displays and presentations to promote activities available to residents.

  5. When a new activity is suggested by a resident, discuss this with the resident. If it is considered viable, arrange for a suitable venue to be booked, advise the Committee and publicise the new activity.

SECURITY COORDINATOR

  1. Responsible for oversight of all security patrols.

  2. Manage a roster of volunteers who conduct the security patrols.

  3. Maintain records of reports from the security patrols.

  4. Report to the Village Manager any matters of concern.

  5. Submit a summary of reports to The Residents' Committee.

WELCOME SUBCOMMITTEE

  1. Responsible for liaising with village administration to record any new residents to the village.

  2. Arrange a group of suitable greeters that can meet the new residents, provide them with relevant information and to assist them in settling in.

  3. Arrange a suitable morning tea at which new residents can be welcomed and introduced to other residents.

  4. Advise the Committee of new residents and when the morning teas have been arranged.

  5. Ensure all literature given to new residents is up to date.

WORKSHOP AND GYM

  1. Supervise the workshop to ensure that the equipment is in full working order.

  2. Provide induction to any resident that wishes to use the workshop.

  3. Check that residents are following the correct procedures.

  4. Advise the Village Manager and the Residents' Committee of any issues, concerns or requirements that need attending to.

  5. Provide an oversight of the gym equipment.

  6. In consultation with the Village Manager, facilitate induction of new users of the gym.
